basically a shortcut.

E: When did you get a car?
M: I… well, my car I got when I was like… maybe… nineteen.
E: Really?

you have to wait till I think you're eighteen to  drive, but, uh, in North everyone has a driver's license by the time they're sixteen years old 
yes yes   I think/guess [all the place]/everything  is to far ,/that  you need a car 
yes , in North  take a  subway or train  
yes it's  a lot less likely  to have  ,um , subway or trains to travel by in North America.
